US regulators ask Tesla to answer questions on Cybercab self-certification by September 30

Summary · why it matters

The US National Highway Traffic Safety Administration asked Tesla on the 15th to answer a series of questions by September 30 about whether the self-certification of its Cybercab, a vehicle designed exclusively as an unmanned autonomous taxi, was carried out properly. Tesla must answer questions including whether temporarily installed human driving controls and other equipment were part of the basis for its compliance certification. The Cybercab does not have conventional manual controls such as a steering wheel, brake pedal, accelerator pedal or rearview mirrors. NHTSA asked Tesla to confirm whether the Cybercab can be driven by a human driver and whether the touchscreen inside the vehicle includes controls allowing an occupant to operate it. Tesla was also asked to answer questions about top speed, geographic or time-of-day restrictions, and other limits on the robotaxi. Tesla began commercial operation of the Cybercab with a small number of vehicles in Austin, in the southern state of Texas, on September 3.

Tesla Q3 Deliveries Beat Estimates by 5.3% as Energy Storage Misses

Tesla's third-quarter deliveries beat company-compiled analyst expectations by 5.3%, though they declined 2.1% from a year earlier, a drop partly cushioned by Q3 2025's tax credit boost. Seeking Alpha analyst Oliver Rodzianko said the biggest takeaway is that traditional EV demand remains resilient as Tesla pivots toward autonomous taxi services and humanoid robotics as its dominant operating models, while energy storage deployment numbers missed expectations. Rodzianko noted that Chinese rival BYD saw its battery-electric passenger-car sales rise 30.9% year-over-year in the third quarter, underscoring fierce competition in China. Analyst Alexander Grover argued the delivery number is a distraction, since Tesla's valuation assumes unsupervised self-driving at scale, and flagged that Alphabet's Waymo is running more than 500,000 paid driverless rides a week across 15 U.S. metros with LiDAR in its stack, while Tesla still does not disclose how many of its robotaxis run without a safety monitor.

Pony.ai and Verne Begin Europe's First Fully Driverless Robotaxi Trial in Zagreb

Pony.ai and its Croatian partner Verne have launched fully driverless robotaxi trials in Zagreb, the company's first such deployment in Europe. The service runs on public roads in Croatia's capital and is integrated with the Uber app for ride hailing. The Zagreb launch extends Pony.ai's autonomous ride service beyond its existing markets and gives the company a live European proof point for its joint deployment model, in which partners fund fleets while Pony.ai concentrates on Level 4 software and operations. Pony.ai, a US based software group focused on autonomous mobility in China and overseas, has a market cap of $2.8b, placing it in the mid sized bracket of global automation players. Investors can watch upcoming disclosures on paid ride volumes, fleet count and contribution margins from joint deployments like Zagreb to see whether unit economics in new cities start to resemble improving metrics already reported in Guangzhou and Shenzhen.

Tesla Lines Up $30 Billion in New Loans and Credit Lines

Tesla Inc. has lined up $30 billion of new loans and credit lines as the electric-car maker dials up investments in artificial intelligence and robotics. The company said it entered three credit agreements: a $20 billion term loan it can draw on later, an $8 billion line of credit for five years, and a $2 billion line of credit for about one year. The facilities replace a previous $5 billion of line of credit that was set to mature in January 2028, and Tesla said it doesn't currently plan to draw on any of them this year. Citigroup is administrative agent for the new delayed-draw term loan, while Wells Fargo & Co. is administrative agent for the credit lines. Tesla plans to spend more than $25 billion this year to expand its factory operations and its fleet of autonomous Cybercab robotaxis, and Chief Executive Officer Elon Musk said on the company's July earnings call that it should spend on capex as fast as it can without being too wasteful. Under the new credit lines, Tesla has the option to increase commitments by as much as $4 billion, potentially increasing the facilities to $14 billion total.
