The first is to switch to a system of funding bound by an automatic formula, or Formula-Based Funding, with economic reference formulas clearly set out in law, so that the government or a parliamentary majority cannot use discretion to cut the budget for political reasons. The second is to define its status as an expenditure under legal obligation, or a Statutory Fund, to prevent the budget from being suspended or used as a bargaining chip in politics. The third is to raise the level of scrutiny through parliament, requiring Thai PBS to report its operating results and financial value for money directly to parliament, while serving as a base for raising media industry standards and protecting the rights of media workers. The fourth is to reform the organisation's governance instead of stripping away its financial independence. He stated that the budget of the Thai Public Broadcasting Service has been capped by law at no more than 2 billion baht per year since 2008, which is not a threat to fiscal discipline, while the real fiscal risks come from chronic deficits, ineffective binding expenditure obligations, the issuance of an emergency decree for a 400 billion baht loan, and tax revenue lost to corruption of 200 to 300 billion baht a year.

For duplicate registrations at the same house number, the system will use the house identification number as the primary data for verification. Meanwhile, Bangkok has coordinated with the Department of Disaster Prevention and Mitigation to assign officials to facilitate registration for the elderly, the sick, or heads of households who are unable to travel or use the online system, through service points at temporary shelters. In addition, following the large number of repeated notification messages the public received from the systems of the Department of Disaster Prevention and Mitigation and the Digital Government Development Agency last night, both agencies confirmed that the alerts were sent to the same recipients, that no data was leaked and no system was hacked, and that the data forwarding system was suspended from around 10:00 p.m. last night for inspection and repair. Japan May Lift Ban on Raw U.S. Potatoes Sooner Than Expected

Japan may decide to lift its ban on imports of raw U.S. potatoes for uses other than potato chip production sooner than the previously estimated two-to-three-year timeframe, amid pressure from the United States to open up Japan's agricultural market further. A source in the Japanese government said on Saturday, October 3, that some officials estimate Japan could reach a conclusion in about one year if the United States can quickly implement measures required under Japan's plant quarantine rules. The Ministry of Agriculture, Forestry and Fisheries entered the final stage of its process to consider lifting the import ban in September, and is currently discussing with the United States measures against 21 types of pests and pathogens that could be carried on the potatoes. Energy Ministry says Rama 3 oil pipeline repairs complete, expected back in service within 1 month

The Ministry of Energy has brought in the National Metal and Materials Technology Center, or MTEC, to investigate the true cause of the leak, and has instructed the pipeline's owner company to monitor the health of residents in surrounding areas who may have been affected, and to expedite discussions with operators and shops near the incident site to assess damages and pay compensation as fairly and quickly as possible.

In the urgent phase, it will coordinate with the Department of Disaster Prevention and Mitigation and related agencies to procure temporary steel bridges or Bailey bridges and install them in the affected areas as quickly as possible, especially at the Nong Prue-Tha Kabak site, which spans about 96 meters. The situation will be reassessed after the monsoon period ends between October 5 and 9, and the embankment is expected to be reinforced to support the installation of a Bailey bridge. In the long term, the Ministry of Transport will allocate a budget to build new bridges to replace the damaged ones as quickly as possible.

Hemp THC industry fights looming federal ban as deadline pushed to December 11

Congress has voted to close the loophole that allowed a $28 billion hemp-derived THC industry to flourish, and the short-term government-funding bill signed by President Donald Trump last month delayed the effective date of the "hemp THC ban" from Nov. 12 to Dec. 11 to give lawmakers more time to consider regulating the products rather than banning them. The ban, inserted by Kentucky Republican Sen. Mitch McConnell into the measure that ended the longest government shutdown in history, limits THC in hemp products to 0.4 milligrams per container. According to a report last month from Whitney Economics, the ban threatens to reduce retail revenues by $28.3 billion, displace 225,000 jobs and cut state sales tax potential by $2.1 billion. Industry owners such as Eric Zipperle and Jim Higdon of Kentucky's Cornbread Hemp, which has 105 employees, sells hemp beverages in 18 states and expects $65 million in revenue this year, say they could accept a 5 milligram cap but that the 0.4 milligram limit would destroy their business, while U.S. Hemp Roundtable general counsel Jonathan Miller says the cap is so low it would ban even some non-impairing CBD products such as topical lotions.
