Cabinet Approves 2026-2029 Oil and LPG Crisis Response Plan

The Cabinet meeting approved the Fuel Crisis Response Plan for 2026-2029 and the Fuel Fund Strategic Plan for 2026-2029, as proposed by the Ministry of Energy through the Office of the Fuel Fund, to serve as a framework for managing and stabilizing domestic fuel prices. Mr. Pornchai Jirakulpaisan, Director of the Policy and Planning Bureau at the Office of the Fuel Fund, disclosed that the new plan sets conditions for drawing on the fund to subsidize and compensate prices under three scenarios. Scenario 1 is when diesel and gasoline prices exceed 30 baht per liter and the retail price of LPG exceeds 423 baht per 15-kilogram cylinder, up from 363 baht per cylinder. Scenario 2 is when finished oil prices fluctuate by more than 10 US dollars per barrel within one week, up from 5 US dollars per barrel, and retail prices adjust by more than 2 baht per liter within one week, up from 1 baht per liter. For LPG, the criteria are world market prices changing by more than 35 US dollars per ton within one month and total retail price changes exceeding 1 baht per kilogram within one month, down from two weeks. Scenario 3 is when fuel may become scarce enough to affect the economy and people's quality of life. The plan also adds consideration of using fuel blended with biofuels from domestic agricultural output to reduce dependence on imported crude oil. It clearly separates the fund's accounts into an oil group and an LPG group to avoid cross-group subsidies, and sets a framework focused mainly on compensating diesel and LPG prices if the crisis is prolonged, as well as accumulating money into the fund when world prices fall in order to prepare liquidity.

ATLAS Expects Strong Q3 2026 Sales on Rising Gas Demand, Expands Gas Shop Network to 130-150 Branches

Atlas Energy Public Company Limited, or ATLAS, expects its third-quarter 2026 operating results to improve, driven by growing liquefied petroleum gas, or LPG, consumption across all segments, including household, industrial, and automotive, as well as the start of revenue recognition from three additional LPG filling plants. Suwatchai Pitakwongaporn, Chief Executive Officer and Managing Director, said the company aims to increase its share of the household LPG market from 4.8% as of the second quarter of 2026, alongside a plan to expand its Gas Shop network by another 130-150 branches within 2026, after adding 72 branches in the second quarter of 2026, the first half of this year, bringing the total to 525 branches at present. The household LPG market the company is targeting has a market size of more than 2 million tons per year, while ATLAS also remains the market leader in automotive LPG and is the only operator producing the Alumax LPG cylinder, a seamless-formed aluminium cylinder that is lightweight and highly durable. Japan's Cabinet Approves 616 Billion Yen Emergency Budget to Cap Fuel Prices

Japan's Cabinet approved on Tuesday (Sept. 1) the use of 616 billion yen ($3.9 billion) from the current fiscal year's emergency reserve funds to implement measures such as capping gasoline prices amid heightened tensions in the Middle East. Of this amount, 613.6 billion yen will be allocated for continued subsidies to keep retail gasoline prices at around 170 yen per liter. The original allocation of about 1.2 trillion yen had been about 80% used by the end of July, leaving only 210 billion yen. The government will also allocate 2.4 billion yen to subsidize taxi operators using LPG. Prime Minister Sanae Takaichi has instructed Minister Ryosei Akazawa to allocate funds from the fiscal 2026 reserve of 2.5 trillion yen to address the U.S.-Iran war, as the closure of the Strait of Hormuz has pressured energy supplies and pushed global crude prices higher.

ATLAS confident of double-digit sales growth in 2026, presses ahead with LPG expansion

Atlas Energy Public Company Limited, or ATLAS, has announced a double-digit sales growth target for 2026 by pressing ahead with expansion across every dimension of its integrated liquefied petroleum gas, or LPG, business. Chief Executive Officer Suwatchai Phithakwongsaphon said that in the second half of the year the company will expand its customer base, add distribution channels, and develop products and services under the JUMP+ programme to create added value and strengthen long-term growth. In the first half of 2026, the company reported six-month total revenue of 6.2544 billion baht, up 5 percent from the same period a year earlier. For the first six months of 2026, total revenue came to 6.0519 billion baht, an increase of 307.5 million baht, or 5.4 percent, with net profit of 132.4 million baht. Gross profit margin stood at 14.6 percent, up from 14.4 percent in the same period last year. The company is targeting total revenue growth of 25 to 35 percent in 2028, reaching 14.9585 billion to 16.1552 billion baht, from total revenue of 11.9668 billion baht in 2025. In the first half of the year it opened three new service stations and expanded its cooking gas retail network by 525 outlets, and expects gas sales volume this year to exceed 450,000 tonnes.

Energy Ministry raises LPG subsidy to 9.86 baht per kilogram, caps 15-kilogram cylinder at 423 baht

The Energy Ministry has increased the subsidy for liquefied petroleum gas, or LPG, from 7.2209 baht per kilogram to 9.8642 baht per kilogram, in order to cap the domestic retail price at 423 baht per 15-kilogram cylinder. Mr. Weerapat Kiatfuengfoo, Deputy Permanent Secretary of the Energy Ministry and ministry spokesperson, announced on August 7, 2026, that this measure aims to prevent energy costs from being passed on to the prices of food, goods, and services essential to people's livelihoods, amid global energy price volatility stemming from uncertainty over the situation between the United States and Iran, particularly concerning the Strait of Hormuz. However, the continued use of the Oil Fuel Fund mechanism has resulted in the fund's net position as of August 7, 2026, being negative 71.83 billion baht, an increase of approximately 2.04 billion baht from the previous week.
