For a hundred years, military power was measured in steel — ships, jets, tanks. But in modern war, what decides who wins is a 'digital brain' that pulls in data from thousands of sensors and tells a commander what to do in seconds. This is the story of an industry shifting its value from hardware to code — a high-margin, recurring-revenue business that investors around the world are watching.

Why is Defense Software & C4ISR moving?
Q2 2026
▲3
Sovereign AI and budget boosts drive defense software demand
▲
Sovereign AI deals and budget increases Vantor–Rheinmetall's German intelligence platform, Palantir–Nvidia and Booz Allen–OpenAI sovereign AI deals, and the UK's £15bn defense boost (2.7% GDP by 2029) show governments prioritizing domestic defense software and AI.
This point captures the main positive force: sovereign AI initiatives and higher defense budgets are expanding demand for defense software and C4ISR.
▲
Strong company growth and AI revenue surge Axon's 34% Q1 growth and 700%+ AI revenue surge, plus Palantir's $10bn Army win, demonstrate robust demand and successful monetization of AI in defense software.
This point highlights concrete evidence of accelerating growth and AI-driven revenue, a key driver of the sector's performance.
▲
Ukraine's combat-tested defense tech scaling Ukraine's defense tech sector scaling to $35bn with ground robot deliveries jumping from 2,000 to 25,000 shows real-world validation and rapid adoption of unmanned systems and software.
This point illustrates how battlefield-proven technology is scaling, driving demand and innovation in defense software and C4ISR.
◆
Sovereign preferences cut both ways Palantir's $10bn Army win was offset by losing French and pressured UK/German contracts, while US restrictions on Anthropic's AI models created operational risk and benefited China's Zhipu and DeepSeek.
This point provides a fair counterweight: while demand is strong, sovereign preferences and geopolitical restrictions create both opportunities and risks.

Defense software demand broadens; competition and geopolitics cut both ways
▲
Big new contract wins confirm funded, recurring demand CACI won a $1.5B CENTCOM award and Leidos won $875M for Navy networks plus $127M for Army spy-plane software. Salesforce's defense revenue jumped 80% on a $5.6B Army deal. These are large, multi-year, funded programs, showing government demand for defense software and C4ISR is real and growing.
Concrete large contract awards are the clearest evidence of durable demand for the theme.
▼
Google enters defense AI, challenging Palantir's dominance Google DeepMind launched a government-only cyber AI model, and Palantir shares fell 7% as investors feared agencies could buy secure defense AI from Google Cloud instead. More big tech entrants mean tougher competition and pressure on the premium valuations defense-software leaders command.
New competitive entry directly threatens the pricing power and valuation of the theme's biggest name.
◆
US-China detente adds military-comms MOU but keeps tech rivalry Xi's US visit produced tariff cuts, an AI consultation channel and a military-communications agreement to reduce confrontation risk. Less tension can cool urgency for some C4ISR spending, but the AI rivalry and cyber threats remain, so demand for trusted defense software stays supported.
A geopolitical shift that could cut both ways for defense-software demand is a genuine counterweight.
▲
Allied AI command systems and new capital broaden the theme Thales launched HexaForce, an AI command system tested with NATO, and REDLattice is going public at $1.25B to fund cyber-intelligence growth. New products and fresh capital show the theme widening beyond US primes into allied and specialized players.
New allied C2 products and capital formation show the theme's supply side expanding.

Defense software demand surges on war and budgets, but risks counterbalance
▲
US-Iran war and record Pentagon budgets fuel demand The US-Iran war and record Pentagon budgets drove a surge in defense software and C4ISR demand, with Palantir's Maven becoming a permanent ~$2.3B program and revenue jumping 93%.
This point explains the primary demand driver for the sector's strong performance.
▲
Major contract wins and backlog growth across companies Oracle won a $7B contract, Motorola hit a $15.6B backlog, and CACI, Leidos, and Salesforce won major awards, showing broad-based demand across the sector.
This point highlights the widespread contract activity that drove sector growth.
▲
Europe and allied players broaden the theme; quantum funding up 68% European and allied players like Thales and REDLattice expanded the defense software theme, and quantum funding rose 68%, indicating growing global investment in advanced defense technologies.
This point shows the geographic and technological broadening of demand.
▼
Risks counterbalance the boom AI export controls, US-China decoupling, Europe replacing US vendors, China reviewing Palo Alto Networks, Google DeepMind entering defense AI, AI-assisted cyberattacks, and higher rates weighed on the sector, pressuring valuations.
This point provides the necessary counterweight to the positive drivers, showing the risks that emerged.

SAIC Fair Value Estimate Raised to US$133.70 After Analyst Revisions
The updated analyst model for Science Applications International now points to a fair value of US$133.70, up from US$121.50, a change of about 10%. The revision follows the latest Q2 report and updated guidance, with several firms including TD Cowen, Jefferies, UBS, Truist and Stifel raising their price targets. Jefferies and Truist both highlighted surprise 5% organic revenue growth in fiscal Q2, and Stifel pointed to a clean beat and raise with margins surprising to the upside. Goldman Sachs raised its target to US$103 but kept a Sell rating, citing guidance implying revenue down and margins lower in the second half of the fiscal year, while Truist and Jefferies kept Hold ratings and flagged concerns over recompete contracts and slower projected organic growth versus peers. In the updated model, the revenue growth assumption shifted from 30.83% to 69.38%, the profit margin assumption from 4.96% to 5.62%, the future P/E assumption from 14.38x to 13.46x, and the discount rate from 8.30% to 8.26%.
TTM Technologies has completed its $1.1 billion acquisition of Epiq Solutions, strengthening its defense and aerospace business. Epiq develops software-defined radios, RF systems and radiation-tolerant computing solutions used across defense, intelligence and space applications, capabilities that complement TTM Technologies' existing printed circuit board, RF component and mission-system offerings. The deal advances the company's strategy of moving up the chain through greater vertical integration and expands its opportunities across land, air, sea and space applications, including signals intelligence, secure communications, electronic warfare and space systems. Financially, TTM Technologies expects Epiq to immediately strengthen adjusted EBITDA, though the deal is expected to be moderately dilutive to adjusted earnings per share in 2027 before becoming accretive in 2028. TTM Technologies faces strong competition from U.S.-based aerospace and defense electronics companies including Curtiss-Wright Corporation, Mercury Systems and Sanmina.
BigBear.ai Gross Margin Jumps 781 Basis Points as Adjusted EBITDA Loss Widens
BigBear.ai Holdings reported second-quarter 2026 revenue of $36.7 million, up 13% year over year, while gross margin rose 781 basis points to 32.8% on a higher contribution from generative AI platforms and products. The margin gain has not yet carried through to adjusted EBITDA, which was negative $11.6 million versus negative $8.5 million a year earlier, as increased investment in sales, go-to-market capabilities and research and development offset the gross-margin benefit. The company ended the quarter with $410 million in cash and investments to fund that continued spending. BigBear.ai competes with Palantir Technologies and C3.ai in mission-focused and government AI applications, and the balance between revenue growth, gross-margin expansion and operating expenses will determine whether the improving margin profile translates into stronger adjusted EBITDA.

Palantir CEO Karp to Meet Trump and Johnson on AI Rules as Shares Slip
Palantir Technologies CEO Alex Karp was set to meet President Trump and House Speaker Mike Johnson on Tuesday as the defense and enterprise AI software company stepped into Washington's AI guardrail debate. A Palantir spokesperson confirmed Karp's attendance to CBS News. Shares of Palantir, which trades on the Nasdaq under the ticker PLTR, were down about 1.1% at $185.49 around 11:27 a.m. ET. The company's quarterly filing warns that generative and agentic AI could bring liability, security costs and reputational damage, while stronger safeguards might make its controls more valuable to customers even as they make deployments more expensive. At $185.49, the shares sit 1.87% above GuruFocus's $182.09 GF Value estimate, leaving little room for a vague policy win.

Leidos launches UpHold Effect Agentic SOC Automation for federal cyber teams
Leidos has introduced UpHold Effect Agentic SOC Automation, an agentic AI capability that uses AI agents around the clock to help security operations center teams identify threats requiring immediate action amid a deluge of cyber alerts. The capability is a feature within UpHold Effect, Leidos' offering for agentic cyber response and part of the UpHold product suite, and it works across an organization's existing security tools to investigate alerts, gather information and recommend next steps rather than requiring agencies to replace their existing systems. Customers determine how much authority the AI receives based on mission, risk tolerance and governance requirements, and recommendations and actions create auditable records showing what the AI observed, concluded and proposed or did. A FedRAMP Class D High deployment option is available, and the capability can also provide a pathway toward Department of war Impact Level 4 and 5 environments with appropriate government sponsorship. Steve Hull, president of Leidos Digital, said cyber teams need to keep pace with threats without giving up control, and that the capability can take on more of the investigative workload while giving agencies the flexibility to decide when AI recommends an action and when it is allowed to act. Leidos, headquartered in Reston, Virginia, with 50,000 global employees, reported annual revenues of approximately $17.2 billion for the fiscal year ended January 2, 2026.

Xi Jinping's US visit yields eight-point consensus and $30 billion in tariff cuts
President Xi Jinping's official visit to the United States from September 23 to 25 produced an announcement of eight points of consensus reached jointly with President Donald Trump, spanning strategic stability, global trade, security and technology cooperation. At the heart of the first point is the building of a constructive relationship based on mutual respect, fairness and reciprocity, while the two leaders support each other in hosting the year-end leaders' meetings, with China hosting APEC in November and the United States hosting the G20 summit in December. On the economic and trade front, working teams from both countries reached agreement to establish a trade committee, or Board of Trade, and reciprocal tariff reductions worth 30 billion dollars, alongside cooperation on law enforcement. The two sides also agreed to set up a joint consultation mechanism on artificial intelligence in November, open an emergency communication channel for AI-related incidents, and draw up a memorandum of understanding on military communications to prevent crises and reduce the risk of confrontation. The United States also welcomed two giant pandas to Zoo Atlanta.

US federal appeals court dismisses Anthropic lawsuit over Pentagon procurement exclusion
A federal appeals court in Washington, D.C., on the 25th dismissed a lawsuit brought by US artificial intelligence company Anthropic seeking to overturn its designation by the Department of Defense as a "supply chain risk" and its exclusion from procurement. The appeals court found that the Defense Department's decision had sufficient grounds. According to US media, Anthropic said in a statement that it "cannot agree with the court's decision" and indicated it would take further action. The Defense Department had used Anthropic's AI model Claude within classified systems, but clashed with the company over restrictions on military use. In February of this year, after Anthropic refused to lift restrictions on uses such as fully autonomous weapons, the Defense Department designated the company as a supply chain risk and began excluding it from procurement. Anthropic sought to have the measure overturned and filed suit in March.
Leidos Wins US Army Award Worth Up To $127 Million
Leidos Holdings has picked up a fresh U.S. Army award of up to US$127 million for its ARTEMIS airborne intelligence platform, extending operations in Europe and potentially other regions through 2027. Leidos Holdings shares trade at US$123.61 after a 30 day share price decline of about 10%, though the 90 day share price return of roughly 21% and a 3 year total shareholder return close to 39% suggest longer term momentum has been stronger than the recent pullback. The most followed narrative for Leidos Holdings points to a fair value of $156.60, implying the stock is 21% undervalued against the last close of $123.61, a framework that uses a discount rate of 8.06% and links expected earnings, margin pressure, and contract risk into a single view of future cash flows and required return. That view assumes expected revenue growth of about 5.4% a year and a forecast profit margin near 7.6%. The story could be knocked off course if U.S. federal contract spending slows, or if acquisition integrations drag on profitability and cash generation.

Denmark warns Russia may launch limited attack on NATO country, aiming to cut support for Ukraine
Denmark's Defence Intelligence Service, DDIS, has warned that Russia may carry out limited military attacks on member states of the North Atlantic Treaty Organization, NATO, in the coming months, assessing that the risk has increased although it remains at a low level. In a report on Thursday, September 24, DDIS said Russia could use long-range weapons to strike critical infrastructure used to support Ukraine, in order to draw Europe's resources away from aid to Ukraine and to sow division within NATO if member states cannot agree on how to respond jointly. However, DDIS said it has not seen signs that Russia is preparing a full-scale invasion of a NATO member state, although that possibility cannot be entirely ruled out, and it also warned that Russia may step up hybrid warfare against Western countries and NATO, including large-scale cyberattacks that disrupt critical societal functions and sabotage that could cause loss of life. The warning comes as several European security officials and politicians have raised alarms about the threat from Russia. Poland said on Thursday that a fire at a Starlink ground station in the country was sabotage aimed at disrupting internet services, including use by the Ukrainian military. Polish Deputy Prime Minister Krzysztof Gawkowski said it is not yet possible to determine who carried out the attack, but there are several indications that the incident fits Russia's new pattern of attacks, according to Reuters.

TISCO Says Era of Capital Competition Will Keep Interest Rates High Through 2028
The TISCO Economic and Strategic Analysis Center, or TISCO ESU, assesses that global financial markets are entering a phase of capital competition, as governments around the world need to borrow heavily to expand defense budgets while private-sector big tech and hyperscaler firms seek to raise enormous sums to accelerate the buildout of data center infrastructure, chip fabrication plants, AI facilities, and power plants. This is pushing interest rates and government bond yields up by roughly 0.60 to 0.90 percent. Komson Prapakpol, head of the TISCO Economic and Strategic Analysis Center, said the United States plans to expand its defense budget from 1 trillion dollars to 1.5 trillion dollars, an increase of 50 percent, while Japan aims to raise defense spending from below 2 percent to 3.5 percent of GDP, the highest level since the period from 1970 to 1980. Germany and France are also accelerating increases in their security budgets. Thanaphat Thanachat, an analyst at TISCO ESU, said the United States has public debt exceeding 100 percent of GDP, or more than 40 trillion dollars, and a fiscal deficit as high as 6 percent of GDP per year, driving its interest burden to double that of four to five years ago. France's public debt has risen by nearly 20 percent of GDP between 2019 and 2025, with an annual deficit of 5 percent of GDP. As for the interest rate path of the three major central banks, TISCO ESU expects the Federal Reserve to raise rates one more time, by about 0.25 percent, at its December meeting, ending at 4.25 percent, and to hold at that level through 2027 before cutting in 2028. The European Central Bank is expected to raise rates one more time, by about 0.25 percent, in December, while the Bank of Japan is expected to gradually keep raising rates until they reach 1.75 percent in mid-2027. The yield on 10-year U.S. government bonds is expected in the base case to hold steady at 5 percent through the end of 2026, but if the Federal Reserve fails to control inflation, the worst case could see the bond yield rise to 6 percent.

Motorola Solutions Targets Defense and Drone Security Growth as Silvus Scales
Motorola Solutions is scaling its recently acquired Silvus Technologies and D-Fend Solutions operations while executing across its mission-critical networks, command center software and video security businesses, Chief Operating Officer Jack Molloy said at a Truist conference. Silvus, acquired in August 2025, is expected to generate about $850 million in 2026 sales based on current capacity, with a new production line added in Culver City, California, and a Salt Lake City facility expected to begin contributing in the first quarter of 2027. Motorola Solutions also recently completed its acquisition of D-Fend Solutions, a cyber-based counter-drone vendor that was the only cyber-mitigation counter-unmanned aircraft system vendor selected in a U.S. Department of Homeland Security counter-drone grant program totaling $1.5 billion. The company reported record second-quarter orders and double-digit order growth in the first half of the year, and has guided for double-digit product growth in the second half, with 2026 expectations of 10% to 11% growth in mission-critical networks, about 11% in video security and about 15% in command center software. Molloy said rising DRAM and flash-memory prices have most affected the video business, prompting three substantial video price increases, while the company has maintained comparable gross margins and delivered 170 basis points of operating-margin expansion this year.
CACI Wins $1.50 Billion Apollo Award and Vantor Space Imaging Deal
CACI International announced a one-year plus four option periods US$1.50 billion-ceiling Apollo award to support U.S. Central Command, alongside being selected by Vantor to provide optical imaging payloads for its planned Vantor Pulse satellite fleet. The Apollo award strengthens near-term revenue visibility and fits a pattern of federal customers consolidating critical work with fewer providers on large, multi-year frameworks, though it does not remove risks around federal budget volatility and contract timing. CACI's narrative projects $12.2 billion revenue and $727.8 million earnings by 2029, requiring 8.3% yearly revenue growth and a roughly $192 million earnings increase from $535.8 million today. Some of the most optimistic analysts already expected CACI to reach about US$12.7 billion of revenue and US$862 million of earnings before this news. The company's forecasts yield a $724.50 fair value, a 16% upside to its current price.

CACI Wins $1.5 Billion CENTCOM Contract After $9.6 Billion Fiscal Year
CACI International announced on September 16 that it received a new award, called Apollo, to support US Central Command's information advantage and irregular warfare missions, with a ceiling of $1.5 billion and roughly $1.2 billion expected to be booked. The award follows a fiscal year ended June 30 in which revenue reached $9.6 billion, up 10.9% from a year earlier, with 7.2% of that growth organic, while fourth-quarter revenue grew 17.6% year over year and 15.2% sequentially. Contract awards for the year totaled $10.2 billion, pushing total backlog to $32.0 billion and lifting funded backlog 28.6% to $5.4 billion, and management guided fiscal 2027 revenue to $10.65 billion to $10.85 billion with free cash flow of at least $900 million. That growth has come with a heavier balance sheet: CACI spent $2.64 billion on acquisitions in fiscal 2026, long-term debt nearly doubled to $4.85 billion from $2.85 billion largely tied to the ARKA acquisition, and interest expense rose 35.6% to $215.5 million, helping push fourth-quarter net income down 0.7% to $156.8 million and diluted earnings per share down 1.3% to $7.05. Fixed-price work made up 34.8% of fourth-quarter revenue, up from 26.9% a year earlier, shifting more execution risk onto CACI, while hedge fund ownership fell to 35 funds from 44 and short interest sat at 5.44% of float.

Palantir CEO Alex Karp to Personally Back Mykhailo Fedorov's New Defense Tech Startup
Palantir Technologies CEO Alex Karp is set to become the first major investor in a new defense technology company launched by Mykhailo Fedorov, Ukraine's former defense minister who was dismissed by President Volodymyr Zelenskyy in July after roughly five months in the role. In a video Fedorov posted on social media, Karp said the two had worked together for five years and called the venture one that could be "defining for the world," bringing Ukraine's wartime experience to allied countries as a commercial product. Bloomberg reported early priorities would include battlefield robotics, jet-powered interceptor drones, and low-cost AI-guided missiles, though neither the investment amount nor the startup's name has been disclosed, and Fedorov's press office said further details on the Palantir relationship would come gradually. The investment is Karp's personal bet rather than a confirmed Palantir corporate investment, and Palantir did not immediately respond to a request for comment. The news lands as Palantir's own government business thrives, with second-quarter U.S. government revenue up 90% year over year to $809 million, part of overall revenue that grew 93% to $1.935 billion.
