Government launches disaster insurance scheme on October 1, 2026, boosting insurance stocks with TIPH in focus

The government is pressing ahead with a disaster insurance scheme to protect the public from floods, windstorms, and earthquakes, covering damage to homes and death benefits, with coverage running from October 1, 2026 to October 1, 2027. Apichat Phubanjerdkul, senior director of the strategic analysis division at Tisco Securities, told the Stock Vision news team that the scheme is a positive factor for investment sentiment in insurance stocks in the short term, given the opportunity to expand the business base and increase premium income. However, premium growth must be weighed against the burden of claims that could rise if a large-scale disaster occurs. Among the stocks likely to benefit, TIP Group Holdings, or TIPH, is one of the shares with higher liquidity and trading volume than many companies in the sector, with a P/E of around 12 to 13 times and a dividend yield of about 6%. Meanwhile, Thai Reinsurance, or THRE, which provides reinsurance, and TQR, which is a reinsurance broker, also stand to benefit from the market's expansion, but face liquidity constraints. THRE has average daily trading value of about 4 million baht, while TQR's trading value the previous day was about 200,000 baht. Other insurance and life insurance stocks, such as Thai Life Insurance, or TLI, and Bangkok Life Assurance, or BLA, may see positive effects but must be assessed on a company-by-company basis. Investors must also watch underwriting risks, especially setting premiums in line with actual risk levels, as shown by the lesson from COVID-19 insurance, which reflected that higher premiums do not always mean higher operating results.

Dao Securities estimates that the floods will pressure claims liabilities in the fourth quarter of 2026, but will affect the SET Index only in the short term. CGS International Securities recommends delaying purchases and expects the situation to reach equilibrium within four to five days. At a meeting on September 28, 2026, the Office of the Insurance Commission, or OIC, represented by Deputy Secretary-General for Legal and Inspection Affairs Adisorn Phiphatworapong, together with the Thai General Insurance Association and the insurance business sector, resolved that companies must pay claims within seven days in cases of clear damage, including total loss. Microinsurance policies will pay the full sum insured of 10,000 baht; residential fire policies will pay an initial 20,000 baht, plus another 10,000 baht if flood coverage was purchased as an add-on. Shops with fire insurance or IAR policies that purchased additional flood coverage will receive an initial payment of 30,000 baht. Life insurance will extend the premium payment grace period by 60 days, and non-life insurance will extend the premium collection period by up to 90 to 180 days.

Trinity flags insurance stocks as pressured after flash floods in Bangkok

Analysts at Trinity Securities assess that the flash flooding in Bangkok over the past weekend could create sentiment pressure on insurance stocks, especially companies with auto and property insurance portfolios that may face rising claim costs and loss reserves, such as TIPH and THRE. In addition, groups tied to people's mobility, including shopping malls and restaurants such as CRC and CPN, as well as mass transit operators like BEM and BTS, may be affected by a short-term drop in traffic. Conversely, Trinity sees a chance of positive sentiment for consumer staples retail stocks, such as convenience store operator CPALL and hypermarkets BJC and CPAXT, which may see short-term demand for stockpiling goods, as well as the home improvement and construction materials sector, which may benefit from post-flood purchasing demand, such as HMPRO and TOA.

SEC approves THRE's holding company restructuring into THREH with a 1:1 share swap, starting 23 September 2026

The Securities and Exchange Commission, or SEC, has approved Thai Reinsurance, or THRE, to restructure its shareholding and corporate management into a holding company structure under the name Thai Re Group Holdings Public Company Limited, or THREH. On 21 September 2026, THREH filed its securities offering registration statement together with a tender offer form 69/247-1 with the SEC, which took effect on 22 September 2026. Oran Wongsurapichet, Chief Executive Officer of THRE, said that THREH will begin making a tender offer for all existing shares of THRE from 23 September 2026 to 20 November 2026, between 09.00 and 16.00 hours, on business days only, for a total of 40 business days. This is the final offer, offer price and acceptance period, and THREH will not change the offer or the offer price and will not extend the acceptance period further. THRE shareholders can submit tender offer acceptance forms together with supporting documents to exchange shares at a ratio of 1 THRE share for 1 THREH share with the tender offer agent, Finansia Syrus Securities Public Company Limited, on the specified dates and times. After the end of the acceptance period, the company will apply to list the ordinary shares of THREH on the Stock Exchange of Thailand in place of the ordinary shares of THRE, which will be delisted at the same time. This may result in shareholders who do not accept the tender offer facing a lack of liquidity in trading their securities, restrictions on receiving returns from their investment, and various tax benefits.

State disaster insurance scheme set at 15 billion baht, covering 30 million households, with 25 of 47 companies selected

The Thai General Insurance Association is pressing ahead with a national disaster insurance system after the Cabinet approved the plan, aiming to begin coverage this October. Dr. Somporn Suebthawilkul, Chief Executive Officer of Dhipaya Group Holdings Public Company Limited and President of the Thai General Insurance Association, disclosed that the government will pay the premiums on behalf of the public, covering roughly 30 million households nationwide, amounting to total premiums of 15 billion baht per year, or about 500 baht per household per year, for three types of peril: floods, windstorms and earthquakes. The project targets total coverage of approximately 75 billion baht, or about five times the premiums the government pays, which represents the maximum liability the insurance system must be prepared to absorb rather than the full amount the government pays directly to the public. On the selection of companies to join the project, preliminary assessment indicates that about 25 insurers may qualify out of 47 companies, based on capital adequacy ratios of 180 to 200 percent, and continuous profitability for no less than two years may also be required. Meanwhile, the reinsurance structure is under discussion for Thailand Reinsurance Public Company Limited, or THRE, to take on risk management. In the initial phase, the fund model or the establishment of a national catastrophe insurance company will not yet be used, since that would require many legal steps and could take at least about two years.
