11 Insurers Share 15.5-Billion-Baht Premium Pool in National Catastrophe Insurance Scheme

The Thai General Insurance Association has welcomed the Cabinet's resolution approving in principle the establishment of a national catastrophe insurance system, with 11 non-life insurance companies joining the project alongside the association and the public sector. The government has launched a disaster insurance programme for the public, under which the state purchases insurance on behalf of citizens to provide a safety net against damage from disasters. A total of 11 insurance companies are participating in the programme: Bangkok Insurance, Krungthai Panich Insurance, Tokio Marine Safety Insurance (Thailand), Dhipaya Insurance, Thai Paiboon Insurance, Thai Vivat Insurance, Falcon Insurance, Muang Thai Insurance, Viriyah Insurance, MSIG Insurance (Thailand), and iCare Insurance. The programme covers natural disasters, namely floods, windstorms, and earthquakes, and reaches 30 million households nationwide. Coverage begins on 1 October 2026 and runs to 30 September 2027, with the policy renewed annually. Residential coverage is capped at 100,000 baht per event per household, broken down as follows: for floods, an initial payout of 10,000 baht and up to 90,000 baht; for windstorms, an initial payout of 5,000 baht and up to 95,000 baht; and for earthquakes, an initial payout of 5,000 baht and up to 95,000 baht. As for the risk of being surrounded by water, if a residence is cut off by water to the point that normal life cannot continue for more than seven consecutive days, policyholders receive compensation of 10,000 baht per event per household. Accidental death coverage stands at 2,000,000 baht per person.

At a meeting on September 28, 2026, the Office of the Insurance Commission, or OIC, represented by Deputy Secretary-General for Legal and Inspection Affairs Adisorn Phiphatworapong, together with the Thai General Insurance Association and the insurance business sector, resolved that companies must pay claims within seven days in cases of clear damage, including total loss. Microinsurance policies will pay the full sum insured of 10,000 baht; residential fire policies will pay an initial 20,000 baht, plus another 10,000 baht if flood coverage was purchased as an add-on. Shops with fire insurance or IAR policies that purchased additional flood coverage will receive an initial payment of 30,000 baht. Life insurance will extend the premium payment grace period by 60 days, and non-life insurance will extend the premium collection period by up to 90 to 180 days.
