Meta Unveils Petal Subsea Cable Linking US and France

Meta announced Petal on Sept. 21, a roughly 4,300-mile subsea cable connecting the U.S. and France that is expected to enter service in 2029 and will be the first to deliver petabit-scale capacity across an ocean. The cable will carry 1 petabit per second, or about 125,000 gigabytes per second, double what today's most advanced transoceanic cables can handle, using two-core fiber that fits two light paths inside each strand. Petal is one piece of a much larger seafloor empire: Meta says it has invested in more than 20 subsea cable projects touching every continent except Antarctica, led by Project Waterworth, announced in February 2025, which will stretch more than 31,000 miles and connect the U.S., Brazil, South Africa, India, and other regions across five continents. Petal is being developed with Japan's NEC and Sumitomo Electric Industries, with French telecom Orange handling the landing on France's Atlantic coast, while Waterworth will be wholly owned by Meta, only its third solely owned cable according to telecom research firm TeleGeography. Meta has not disclosed what Petal or Waterworth will cost, but TechCrunch reported before Waterworth's announcement that the project could top $10 billion, a small slice of the company's expected capital expenditures of $130 billion to $145 billion this year, nearly double the $72.2 billion it spent in 2025.

NEC Halts Development of Quantum Computer Hardware

NEC has decided to halt the development of actual quantum computer hardware, which processes vast amounts of calculations at high speed, by the end of March. The company achieved the world's first superconducting qubit in 1999, establishing itself as a pioneer in the superconducting approach later adopted by Google and IBM. However, due to many challenges such as the lack of a dominant technology for practical use, continuing hardware development was deemed not cost-effective. NEC will continue its research and development leveraging quantum mechanics. In Japan, Fujitsu is currently leading research, and in 2025, it developed one of the world's largest quantum computers in collaboration with RIKEN.

NEC launches new service using advanced AI, aims for 30 billion yen in sales over 3 years

NEC announced on the 2nd that it will begin offering services that use frontier AI (advanced artificial intelligence) to support network asset management, vulnerability detection and response, and operational improvement for companies and other organizations. The services will first be provided to financial institutions, manufacturers, and distribution and service industries at the end of September, with a goal of achieving 30 billion yen in sales over three years. The offering is the AI-driven "BluStella Intelligent Managed Service." At a press conference, Executive Officer Tetsuhiko Kimura explained that attacks using frontier AI have become automated and accelerated, occurring indiscriminately and simultaneously, leaving companies with no time to respond and making it extremely difficult to counter threats. He further noted that it is becoming practically impossible for humans to continue defending by chasing threats, and that IT infrastructures must be transformed into ones that improve predictively, autonomously, and continuously. On the technical side, NEC said it will collaborate with U.S. companies Anthropic and OpenAI to provide the services. Regarding corporate cybersecurity, concerns have been raised about threats to financial systems from Anthropic's new AI "Mythos," and a working group of a public-private partnership meeting has been established to consider countermeasures. SoftBank Group also announced in June that it would provide services supporting everything from system vulnerability diagnosis to remediation proposals in collaboration with OpenAI.

NEC Begins Exploring Biometric Decentralized Identity Platform Using Avalanche

NEC has signed a memorandum of understanding with Ava Labs to begin joint exploration of next-generation on-chain services leveraging the Avalanche blockchain. The initiative aims to build a digital transaction platform that integrates NEC's biometric-based decentralized identifiers and verifiable digital credentials with the Avalanche infrastructure, unifying identity verification, stablecoin payments, and reward distribution. As a first step, a white paper targeting foreign visitors to Japan has been released, presenting a model where users obtain a FaceVC linked to facial recognition before arriving in Japan, and after arrival, complete instant stablecoin payments and receive rewards tailored to traveler attributes through a single tap approval with facial recognition at stores. The system employs three Avalanche chains with distinct roles: a permissioned Avalanche L1 manages DID documents and VC revocation information, the payment-dedicated network SETTL processes stablecoin payments, and the public C-Chain handles issuance and circulation of reward tokens and NFTs, all connected via Interchain Messaging. Going forward, the two companies will also explore expansion into financial institution identity verification, cross-border payments, and AI agent authentication.
